Early education narrows the achievement gap with younger starts and longer stays

New research from UNC’s Frank Porter Graham Child Development Institute (FPG) reveals high-quality early education is especially advantageous for children when they start younger and continue longer. Chairman Chris King will tell the Headmasters’ and Headmistresses’ Conference “urgent reform” is needed to improve the reliability of exam grades.

The crisis would harm children’s education and impair efforts to raise standards, said Allan Foulds of Cheltenham Bournside School.

The president of the Association of School and College Leaders (ASCL) said the system was near “breaking point”.

Education Secretary Nicky Morgan said she recognised the challenge ahead.

Privacy fears over websites sharing childrens data

The UK’s data protection agency took part in an international investigation looking at almost 1,500 websites popular with young people.

It found that one in five asked for phone numbers or pictures.

“These are concerning results,” said Adam Stevens, head of the ICO’s intelligence hub.

The investigation looked at how websites were harvesting large amounts of personal information, with half sharing children’s data with third parties.

Lack of control

The research, co-ordinated by the Global Privacy Enforcement Network, an international umbrella group for privacy regulators, found concerns with 41% of the websites examined.

There were 50 UK-based websites among those investigated.

The study has not identified the names of the websites and apps, but Mr Stevens said they would be contacted and action could be taken against them to enforce changes.

It found that more than two in three gathered names and email addresses, with this information being passed on to other websites.

Less than a third of the websites had “effective control” of the information collected from children, and less than a quarter encouraged parental involvement.

Children use their computers for more than an hour a day, researchers say.

The study showed YouTube was the most popular destination.

Jackie Marsh of the University of Sheffield said parents needed to check the appropriateness of what their infant children were using online.

The study revealed the widespread use of tablet computers among toddlers, averaging an hour and 19 minutes on weekdays and slightly longer at weekends.

Online generation

Most were able to use touchscreens to control the computer and were using them to play games, watch television, films and online videos.

The Economic and Social Research Council-funded project examined computer use in 2,000 families with one or more tablet computers – and found that 31% of under-fives had their own device.

“It may seem surprising that in homes with a tablet, nearly a third of under-fives have their own device,” said Lydia Plowman of the University of Edinburgh.

“But when parents upgrade their tablet, many pass on their older model to their children. Budget models are also popular gifts.”

Education Secretary Nicky Morgan said schools must take “reasonable steps” to ensure this is provided.

Ms Morgan said her party must champion the interests of children and parents.

Head teachers warned that the idea would have to be handled “extremely carefully to ensure it is not just a populist gimmick”.

Speaking at the Conservative party conference, Ms Morgan said: “We’re going to give more working parents something the best schools already do.”

“We will be giving families in thousands of schools a ‘right to request’ their school provides childcare for a full working day, before and after school and during the school holidays.

“If enough parents call for childcare at their local school, we will expect the school to take reasonable steps to accommodate it, in a way that works for them.

“Because we want working parents to have the confidence their child is in a happy and safe environment.”
